(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)小型和微型企業(yè)均不執(zhí)行價(jià)格扣除優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during evaluation. (c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織；
（4） 具有省、自治區(qū)、直轄市公安局頒發(fā)的《保安服務(wù)許可證》；
（5）本項(xiàng)目不允許轉(zhuǎn)包。        

(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law; (4) Having a Security Service License issued by the Public Security Bureau of a province, autonomous region or municipality directly under the Central Government; (5) Subcontracting is not allowed for this project.
