(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業；        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;        

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）須具有有效期內的項目所在地道路運輸管理部門頒發的《道路運輸經營許可證》（經營范圍包括包車客運）；
（5）本項目不允許轉包。
       

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Must have a valid Road Transport Business License issued by the local road transport management department where the project is located (including chartered passenger transport); (5) This project does not allow subcontracting.        

(i)符合《中華人民共和國政府采購法》第二十二條的規定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
