(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向小微企業采購，評審時，小微企業產品均不執行價格折扣優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。

4. 具有建筑機電安裝工程專業承包三級及以上資質；
5. 具有安全生產許可證（有效期內）；
6. 擬派項目負責人具有機電工程專業二級及以上注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人；
7. 業績要求：無；
8. 其他要求：無。
       

(c)Specific qualification requirements for this program: 3. It must be a legal entity established within the territory of China in accordance with the law; 4. Having a third level or higher qualification for professional contracting of building mechanical and electrical installation engineering; 5. Having a valid safety production license; 6. The proposed project leader shall have a second level or above registered construction engineer qualification in mechanical and electrical engineering, a valid safety production assessment certificate, and shall not serve as the project leader of any other ongoing construction projects; 7. Performance requirements: none; 8. Other requirements: None.
