二、申請(qǐng)人的資格要求
2. Qualification Requirements for Bidder
(a)滿(mǎn)足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）殘疾人福利性單位，并將其視同小微型企業(yè)。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises. (c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織； (c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China; (i)符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
