二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目是專門面向中小企業采購，評審時中小企業均不執行價格折扣優惠；（2）殘疾人福利性單位，并將其視同小微型企業。 (b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is specifically for small and medium-sized enterprises to procure, and small and medium-sized enterprises do not implement price discounts during the review; (2) Welfare units for the disabled, and treat them as small and micro enterprises. (c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織； (c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China; (4) Subcontracting is not allowed for this project.
