(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人組織（本項目不接受分公司以自己名義參加采購活動）；
3、其他資格要求：施工現場項目管理機構擬派人員配備要求：
（1）人員配備要求（人）：5；
（2）崗位、數量、資格要求：*園林項目負責人（園林專業中級職稱）1人、安全員1人、質量員1人、材料員1人、中級園林綠化工1人（班組負責人）；
說明：
1）上述人員配備要求系最低配備要求；對于施工技術復雜的項目，供應商可根據項目情況，在以上人員配備要求基礎上適當增加技術管理人員、施工員等人數；
2）*崗位不得同時兼任兩個及以上項目,須具有上海市園林綠化工程從業人員項目負責人電子信息卡或《園林綠化施工企業項目負責人質量安全生產考核合格證書》同時具備園林專業中級職稱，且無在建項目記錄；

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2.
