Brief Specification Description: Construction requirements: including but not limited to the renovation of the foyer, kitchen, improvement of public areas, and overall functional enhancement of ordinary classrooms, offices, libraries, activity rooms and other areas. The specific job content and requirements are detailed in the competitive negotiation documents, bill of quantities and drawings. Construction period: Planned construction period: 56 calendar days. 二、申請人的資格要求
2. Qualification Requirements for Suppliers

(a)滿足《中華人民共和國政府采購法》第二十二條規定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求:(1)項目執行《政府采購促進中小企業發展管理辦法》的通知(財庫〔2020〕46號)及《關于進一步加大政府采購支持中小企業力度》的通知(財庫〔2022〕19號);(2)落實預留份額措施,提高中小企業在政府采購中的份額,扶持中小企業政策:本項目不是專門面向中小企業采購;(3)扶持監獄企業、殘疾人福利性單位,并將其視同小微型企業;(4)優先采購節能環保產品政策:在技術、服務等指標同等條件下,對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購;對節能產品品目清單中以“★”標注的產品,實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策;(5)購買國貨政策:本項目不接受進口產品;(6)按照《中小企業劃分標準規定》(工信部聯企業[2011]300號),本項目中小企業所屬的行業為建筑業。

(b)Qualification requirements to be met to implement government procurement policies: (1) The project shall implement the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (For details, please refer to the procurement documents)

(c)本項目的特定資格要求:1、2022年1月1日至今未被“信用中國”(www.creditchina.gov.cn)、中國政府采購網(www.ccgp.gov.cn)列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單;
2、須系我國境內依法設立的法人或非法人組織(本項目不接受分公司以自己名義參加采購活動);
3、供應商應同時具備以下施工資質:1)中華人民共和國住房和城鄉建設部頒發的施工總承包建筑工程三級或以上資質;2)中華人民共和國住房和城鄉建設部頒發的施工專業承包建筑裝修裝飾工程二級或以上資質。
4、企業具有有效的安全生產許可證;
5、擬派項目負責人具有建筑工程專業二級及其以上注冊建造師執業資格,具備有效的安全生產考核合格證書,且未擔任其他在建的建設工程項目的項目負責人((以響應文件中提供的加蓋單位公章的《項目負責人基本情況表》為準(通過上海市住房和城鄉建設管理委員會網站zjw.sh.gov.cn 查詢、打印,首次響應文件提交截止時間前7 天內打印有效))。
6、處于被政府管理部門禁止參加投標期間的單位不得參與競爭;
7、本項目不允許轉包。

(c)Specific qualification requirements for this program: 1. Has not been included in the list of dishonesty executors, major tax violation cases, or serious dishonesty records in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn) from January 1, 2022 to the present; 2. It must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names).
