二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）本項目不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格扣除優惠；（2）扶持殘疾人福利性單位，并將其視同小微型企業。 (b)Qualification requirements to be met to implement government procurement policies: (1) This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from small and micro enterprises enjoy a 10% price deduction benefit. (2) Support welfare units for the disabled and treat them as small and micro enterprises. (c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單； (c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
